Oakley, California’s Nhouel Dulay arrested during operation hosted by Brentwood Police Department

Nhouel Alton Macabale Dulay, 29, of Oakley, Contra Costa County, California, United States is of Filipino descent. He previously lived in Daly City, San Mateo County, California.

Dulay attended the College of San Mateo in San Mateo, San Mateo County and California State University, Long Beach in Long Beach, Los Angeles County, California. For the period covering April 1, 2021 to June 30, 2021, he reactivated his registration in San Francisco, California as an overseas voter of the Philippines.

From the last week of May 2023 to the first week of June 2023, the Internet Crimes Against Children (ICAC) task force in Contra Costa County, California, United States conducted Operation Spring Cleaning, which was hosted by the Brentwood Police Department in Brentwood, Contra Costa County. The Brentwood Police Department, Homeland Security Investigations, the Federal Bureau of Investigation and 12 other law enforcement agencies participated in the sting operation that targeted adults seeking to meet minors for sex.

Including Dulay, a total of seven Californian men were arrested when eight search warrants were executed. During the operation, authorities also seized five vehicles, 39 electronic devices and 40 illegal firearms.

Along with Dulay, Brentwood residents Michael Patterson, 42, and Carlos Vera, 25, and Robert Stearns, 54, of San Ramon, Contra Costa County were also arrested. The other arrestees are Edward Stinson, 21, of Merced, Merced County, California, Randall Alston, 29, of Berkeley, Alameda County, California and Jeffrey Pallesen, 43, of Stockton, San Joaquin County, California.

Dulay and the six other suspects were charged with either lewd or lascivious acts involving children under 14-years-old or communicating with a minor to meet for sexual acts or both. They all remain in custody pending preliminary hearings.
