2504: Traveler Arrest Protocols

PRESENTATION DESCRIPTION

This workshop provides procedures that will aid investigators in making solid Internet enticement cases. Information on screen capture software, decoy use, site selection, takedowns, and the proper actions to take after the arrest are covered. Chat logs from several interesting Internet predator arrests will also be examined and reviewed. Different ways to deal with the fantasy defense will also be discussed.

PRESENTER BIO
Mr. Hansen is a Chief Special Agent in the Criminal Division of the Utah Attorney General’s Office and the Project Director of the Utah Internet Crimes Against Children Task Force. In this capacity, Mr. Hansen is responsible for supervising federal, state, and local law enforcement officers and agents that are assigned to the Utah ICAC Task Force and the FBI Innocent Images National Initiative.

Prior to working with the Utah Attorney General’s Office, Mr. Hansen was an officer and sergeant at the Salt Lake City Police Department for 26 years. While at the Salt Lake City Police Department, he supervised Patrol, Traffic, Metro Gangs, SWAT, and Vice Units. Mr. Hansen initiated and developed the Metro Gang Unit and the Salt Lake City Police Motorcycle Training Program. He received the Chief’s Award for Excellence on three separate occasions for his work with the Vice Squad, Metro Gang Unit, and the Traffic Enforcement Unit.

In 2002, Mr. Hansen received the FBI Director’s Award for Excellence from FBI Director Robert Mueller. He and his task force members were recognized for the excellent work of the Utah Internet Crimes Against Children Task Force.

Mr. Hansen is a nurse, combat medic, and combat medic and medical instructor in the United States Army Reserve. He has successfully completed U.S. Army Exportable Nursing School, Combat Medic School, the National Registry EMT Course, and the Battle Focus Instructor Training Program. He teaches both basic and intermediate EMT courses.

Mr. Hansen has been a Utah Peace Officer Standards and Training Certified Instructor for twenty-two years. In addition to his education at the Salt Lake Community College, Weber State University, and the University of Utah, he has received specialized training in computer investigations from the FBI and the SEARCH Group. Mr. Hansen has lectured at the University of Utah, Weber State University, BYU, the Western States Vice Conference, and two National ICAC Conferences.
