PRESENTATION DESCRIPTION

This course presents the techniques used for Operation Peerless. This course will highlight the software used to investigate the use of the FastTrack network in the distribution of child pornography. (Kazaa, Imesh, Grokster) The presented software allows the investigator to recover images of known child pornography through the use of hash values. The software then documents the undercover operation and prepares the referral or case materials automatically. This method resulted in the identification of over eighty computers actively distributing child pornography in a single day by a single Investigator.

PRESENTER BIO
Special Agent Waters is currently assigned as the lead agent for the Wyoming Internet Crimes Against Children Task Force. The Wyoming ICAC has original jurisdiction over child exploitation investigations throughout the state. SA Waters oversees and conducts Internet
undercover operations, reactive investigations and computer forensics using Windows and Linux based tools. SA Waters also serves as an ICAC board member actively involved with the Technology committee.

Special Agent Waters has over twenty years law enforcement experience and started working Internet investigations in 1994. Special Agent Waters worked many of the original intrusion investigations for the State of Wyoming. Cross-trained as a Systems Programmer, SA Waters has written numerous tools to facilitate the investigation of Internet Crime, Child Exploitation and Undercover operations. Special Agent Waters wrote the Wyoming Case Organization and Presentation System for presenting digital evidence. The system is in use by law enforcement agencies throughout the United States. SA Waters also developed the technology for Operation Peerless, a national Peer-to-Peer undercover operation.

Special Agent Waters has received numerous awards and commendations and has been recognized as an expert in the field of Internet investigations in state and federal court. Special Agent Waters has taught courses hosted at the National White Collar Crime Center, the Search Group, The Dallas Crimes Against Children Conference and ICAC task forces from Hawaii to South Carolina.
