PRESENTATION DESCRIPTION

This course presents the Wyoming Case Organization and Presentation System (WyCops) which includes:
  • Case distribution on self-loading CD: This provides the prosecution with evidence in an electronic, easy to read form with very little effort on the part of the case investigator. Also useful for case referral applications
  • Easy integration of traditional report documents with digital evidence and documentation including video, audio and imagery. Integration can include everything from a Word document to scanned Miranda forms to neighborhood image maps linked to digital photos of the respective views.
  • Portability: Cases can be carried on a PDA for quick referral if needed. Further, since all case information resides in a single folder structure the case can be moved from regional offices, laptops and shared servers as needed, without concerns regarding database synchronization.
  • Ease of use: The case presenter uses a web interface to leverage existing viewer knowledge. The case manager dynamically adds documents to the web interface based on location of the files. Investigators do not need web authoring skills to use these features.
  • Scalability: Case management capabilities have proven effective with cases ranging from simple possession of child pornography to nationwide referral issues resulting from web server investigations.
PRESENTER BIO
Special Agent Waters is currently assigned as the lead agent for the Wyoming Internet Crimes Against Children Task Force. The Wyoming ICAC has original jurisdiction over child exploitation investigations throughout the state. SA Waters oversees and conducts Internet
undercover operations, reactive investigations and computer forensics using Windows and Linux based tools. SA Waters also serves as an ICAC board member actively involved with the Technology committee.

Special Agent Waters has over twenty years law enforcement experience and started working Internet investigations in 1994. Special Agent Waters worked many of the original intrusion investigations for the State of Wyoming. Cross-trained as a Systems Programmer, SA Waters has written numerous tools to facilitate the investigation of Internet Crime, Child Exploitation and Undercover operations. Special Agent Waters wrote the Wyoming Case Organization and Presentation System for presenting digital evidence. The system is in use by law enforcement agencies throughout the United States. SA Waters also developed the technology for Operation Peerless, a national Peer-to-Peer undercover operation.

Special Agent Waters has received numerous awards and commendations and has been recognized as an expert in the field of Internet investigations in state and federal court. Special Agent Waters has taught courses hosted at the National White Collar Crime Center, the Search Group, The Dallas Crimes Against Children Conference and ICAC task forces from Hawaii to South Carolina.
