The United States
Office Of Juvenile Justice Delinquency Prevention
(OJJDP)
funds 44 ICAC task forces across the country. The purpose of the program is
to help State and local law enforcement agencies enhance their investigative
response to offenders who use the Internet, online communication systems, or
other computer technology to sexually exploit children.
The
ICAC Task Force

free Adobe Reader] seeks to enhance the nationwide response to child victimization by
maintaining and expanding a State and Local law enforcement network composed
of regional task forces. The program encourages communities to develop multi-jurisdictional and multi-agency responses and provides funding to State and
local law enforcement agencies to help them acquire the knowledge, personnel
resources, and specialized equipment needed to prevent, interdict and
investigate ICAC offenses.

Although the ICAC Task Force Program emphasizes
law enforcement investigations, OJJDP encourages jurisdictions to include
intervention, prevention, and victim services activities as part of their
comprehensive approach. Each task force has regional responsibility and is
made up of local, state, and federal agencies. All members of the task
forces are trained as experts and investigations are conducted by using a
standard nationwide protocol developed by the task force program.
The San Jose
Police Department Task Force, known as the Silicon Valley Internet Crimes
Against Children Task Force (SVICAC), has an eleven county responsibility.
These counties are Napa, Sonoma, Marin, Contra Costa, Alameda, San
Francisco, San Mateo, Santa Clara, Santa Cruz, Monterey, and San Benito. The
SVICAC was formally established in March of 2003. The task force is
comprised of four full time child sexual exploitation investigators, one
full time computer forensic/exploitation investigator, a part time grant
administrator, one full time child exploitation prosecutor employed by the
Santa Clara County District Attorney’s Office, and full time Sergeant
Supervisor. Also available is a six officer Megan’s Law team, a nine member
countywide Sexual Assault Felony Enforcement (SAFE) team. In addition, the
task force utilizes a Children’s Interview Center for Multi disciplinary
Interviews, and a Santa Clara County Sexual Assault Response Team (SART) to
perform medical examinations for retrieval of evidence.

There are 135
law enforcement agencies within the SVICAC Task Force region, of which 75
have signed on to support the task force.
